Contractor management – also contractor coordination or Fremdfirmenmanagement – covers everything a client does to ensure the occupational safety of contractors and subcontractors on its premises: from selecting suitable companies through briefing and permits to coordinating simultaneous work and evaluating performance afterwards. The client remains responsible for coordination – even though the contractor is liable for its own employees.

The safety and health coordinator (SiGeKo) is appointed by the client under the German Construction Site Ordinance and coordinates the construction site. The contractor coordinator acts for the client or operator under DGUV Regulation 1 – also outside construction sites, in the running plant. Both roles can coincide; we provide both.
The contractor remains the employer of its staff and responsible for their protection: risk assessment, instruction, PPE. Our coordination is added on top and closes the gap between companies – it takes no company’s own duties away.

The client’s coordination duty is added to the contractor’s duties – it does not replace them, and the contractor does not replace yours. Whoever omits coordination risks shared responsibility after an accident: under civil, regulatory and criminal law.

Contractor management covers all organisational measures a client takes to ensure the occupational safety of contractors and subcontractors on its premises: selection and qualification check, safety agreement, briefing, permits to work, coordination of simultaneous work, monitoring and evaluation. In Germany the legal basis is mainly § 8 of the Occupational Safety and Health Act (ArbSchG) and § 6 DGUV Regulation 1.
First the contractor as employer. The client shares liability if it has breached its own duties – for example by omitting coordination, failing to inform about hazards of its plant or hiring an obviously unsuitable company. Documented contractor management is the evidence that you have fulfilled your duties.
Under § 6 DGUV Regulation 1 a coordinating person must be appointed where necessary to avoid mutual endangerment – in practice always as soon as several companies work at one location at the same time or one after the other. The person needs expertise and authority to instruct contractors. SAFETEE provides the coordinator or trains your own staff.
Site rules and access, specific hazards of the plant (installations, substances, traffic), emergency organisation and alarm, contact persons, the permit-to-work procedure, PPE rules and coordination with other companies. The briefing is documented and its effectiveness spot-checked – ideally on site and in the workers’ language.

The contractor coordinator acts for the client or operator under DGUV Regulation 1 – also in running plants, during maintenance, shutdowns and turnarounds. On construction sites both roles can coincide.
